When we discuss "how to meet women" and "men and relationships", the very first conversation with a woman is an area I often get questions about. For example, what do you do if you get a great initial meeting with someone you are attracted to only to learn that she is already relating to someone? In my opinion, I will certainly not ask a woman about her relationship state. It reveals a lack of confidence to do so. However, I read signals and flirt a little to observe how they react. Also even though someone is "seeing" someone doesn't mean they are in a devoted relationship and aren't interested in meeting you.
Watch the signals that a female shows you in a meeting. Is she just being polite conversing with you or is she really interested? If she is in a relationship she will probably speak to you but won't try to develop any future with you (see you again). She might be a bit standoffish and get even more so when you attempt to flirt.
If a woman is really serious about you she will flirt back and give you some signals that she wants to see you again. She will indicate doing something or meeting or talking or getting together. She will make a point of how she really enjoyed conversing with you, at which stage, you could say that you should talk again or some more and ask for her phone number.
If you are observant you can understand very quickly if a woman is flirting with you or if she is just being polite. Now if she is interested in you, and you show confidence enough to not ask if she is seeing someone, you will often score a few points with her.
